What Is NTS?
National Testing Service — Pakistan (NTS) is a Public Sector Company, registered under Section 42 of the Companies Act, 2017, as a Non-Profit Company Limited by Guarantee. It was established as a project in 2002, forming part of the National Education Policy (1998–2010) and the Information Technology Policy of the Government of Pakistan, and was formally founded as an organization in 2006. NTS is Pakistan’s inaugural pioneering testing service, promoted by COMSATS University, Islamabad (CUI).
NTS designs and administers standardized tests and assessments for institutions and organizations across education, recruitment, and professional development, and is a member of the International Association for Educational Assessment. It also holds ISO 9001:2015, ISO 21001:2018, and ISO 27001:2022 certifications.
History of NTS
NTS was created to ensure consistent educational testing standards in Pakistan and to provide a national scale for comparative grading between institutes, consolidating multiple examination boards under one administering body. Before NTS, testing systems in Pakistan were often criticized for not accounting for socio-cultural differences, creating demand for an indigenous testing service designed within a local context.
In 2007, mandatory NTS testing for university admissions drew controversy after being announced and later set aside pending changes to university admission laws, with criticism centered on accessibility and cost for students. That year, individual university departments were allowed to set their own entrance requirements, and by October 2007 Punjab University had endorsed NTS testing across all its departments.
In 2016, the Pakistan Bar Council amended its rules to require law graduates to pass the Law Graduate Assessment Test (Law-GAT), conducted by NTS, before admission to provincial Bar Councils — extending NTS’s role into legal education as well.
